About the Clarity Government Contracting Survey

Each year, the Deltek Clarity Government Contracting Survey helps industry firms of all sizes benchmark their business and gain a better understanding of how others within the market are performing. This detailed snapshot of the contracting landscape always begins the same way, with firms from two- and three-seat shops, on up to 1,000-plus employee organizations, answering a series of questions.

Though completing a survey can take time out of already busy schedules, the resulting benefits can help respondents expand their knowledge base and make better informed decisions about the future of their government contracting business.

What Should You Expect and Why Participate

Reporting how you conduct your government contracting business (addressing day-to-day business needs and functions, performance measures, identification of tools and resources, how to overcome challenges and compliance hurdles) is the baseline for all Clarity Government Contracting Studies. Every time a survey is completed, the industry benchmarks and key performance indicators become clear.

The survey collects information on: Business Development; Project & Risk Management; Finance; Financial Compliance; Contract Management; Procurement; Human Capital Management; and Information Technology and Cybersecurity.

Sample Questions/Data:
  • What was your company’s proposal win rate in 2020?
  • What percentage of your firm’s current projects are being reported as on or under budget/on or ahead of schedule?
  • Which audits has your company undergone within the last two years?
  • How is your company identifying risks associated with financial compliance?
COVID-19’s Effect on the Market:

Last year’s Clarity Survey closed prior to the declaration of the COVID-19 global pandemic. Though Deltek was able to provide some insights on how the pandemic might affect the government contracting market, much was unknown and a true measure of the adjustments businesses had to make was not captured at that time.

This year’s survey includes multiple opportunities for firms to share their experiences navigating COVID-19, including everything from project impact and delivery, to the technologies adopted to better equip remote work forces, in order to provide the most comprehensive view of the market.

Who Can Participate in the Survey?

The Clarity Government Contracting Survey is open to firms of all sizes that attribute a portion of their annual revenue to government business, either as a prime contractor, sub-contractor or both. Hundreds of companies participate each year from the following disciplines:

  • Professional, Scientific and Technical Services
